The National Qualifications System (SNQ) was established by the Decreto-Lei (Decree-Law), n.º 396/2007, de 31 de dezembro, which set the legal framework and defined the governing structures for its operation:

- Individual competences booklet
The NQF was established in compliance with the implementation of the European Qualifications Framework (EQF) and aimed at promoting the ‘raising the basic education of the labour force through education and professional development’.
